and the sole object being the provention of an ignorant Chinese

villager being as the Chinese express it "sold as a little pig".

Properly speaking the examination should be in sympathy with

ignorant villager and every thing done to put him at his ease.

Instead of which, he is marshalled by the boarding house run-

-ners (who are the chief promoters of emigration scandals)

shoved in a cage like box by a bearded and uniformed sikh, whom

they must naturally dread, and made to face an opening where

a bright brass electric fan is turned full on. This fan must

have an hypnotic effect on a simple and nervous Chinese villager,

unless the coolie had been coached up as regards the necessary

answers, it is not apparent how he could he expected to give

intelligent replies; and as to stating any grievances, or giving

true answers as to whether be is actually going free, it is

impossible, considering the surroundings and the immediate pre-

-sence of the boarding house runners. By both personal and

mechanical means the "chu tsai" is put in a state of nervous terror. As regards these emigrants there is no syster or iden- -tification, no photograph, no finger print. Names and ages are

useless as also is the general description of "rocer" which

seems to be applied to all (San Haks)" migrants on their

first trip.

This examination of emigrants is an absolutel farce, and the logical way of dealing with it is to hand all emigration examination over to the registrar-General who is the officer

in sympathy with the Chinese. The Registrar-General's Depart-

boat -ment has lately been relieved of many duties, hawkers,

Cadet licence,birth and death registration etc., and an extra has been attached to department for enigration duties.

As regards paragraphs 9 and 16 of lir. Percebois' report. The clerks are not overworked and do not as a rule work much outside the 9 to 5 limits.
